HDFF’s Flagship “Hostile Environment Awareness Training HEAT(Advanced)” is an advanced
scenario based field safety training built to address the needs of implementing personnel
from (I)NGOs, media, governmental and UN agencies, international civilians, and
corporations. It is intended for individuals working, based, or traveling in high-risk “Red
Countries,” or high-risk areas within medium-risk countries (as classified by insurance and
foreign service advisories).
This HEAT training aims to improve participants’ security awareness and handling of
potentially dangerous situations in hostile environments while following relevant and
appropriate international regulations. Since this is a core responsibility for employers, this
training will also help enhance the organization’s "Duty of Care" profile. The HEAT
(Advanced) training is an engaging, scenario-based training that includes three days focused
on immersive, field-based scenario exercises. To complement the basic security knowledge,
a brief “Pre-HEAT online” module is offered before the practical topics. The training will be
led by experienced and culturally sensitive trainers, ensuring the safety of all participants.
Objectives:
- To increase the understanding of proactive security and basic field measures taken
before, during, and after a field mission in hostile environments. - To enhance the resilience of personnel in hazardous environments by knowing how to
manage dangerous situations and related stress, e.g. checkpoint behavior,
ambush/active shooter, hostile crowds, IED, weapons effects, kidnapping, rescue by
force, First Aid, and fire fighting in the field. - To make decisions effectively as a team leader and function as a supportive team
member in hostile environments and stressful situations, and gain a working
knowledge of PTSD, Moral Injury (MI), and Psychological First Aid (PFA).

GM.1. From Needs to Solutions – Project Management and Risk Awareness
Many (national) organizations that rely on donors for financial support to maintain, expand, and create programs must be able to write strong proposals, design needs-based projects, draft Log Frames and budgets and have a basic idea of Monitoring, Evaluation, Accountability and Learning (MEAL). On top of that, a basic project risk assessment is crucial for any kind of project implementation as it helps in writing substantial assumptions in the Log Frame, thus improving the quality of proposals and, subsequently, the project implementation. This HDFF designed workshop seeks to build a strong understanding of the intertwined skills needed for safe project management using realistic scenario-based situations.

- Project/proposal design with the help of problem / objective tree.
- Log Frame as a major design, implementation, monitoring, and evaluation tool.
- Budgeting and planning of monitoring and evaluation of a project.

GM.4. MEAL: Measuring Impact, Driving Change
Monitoring should be considered as an attitude that underpins everything we do. In Monitoring, Evaluation, Accountability, and Learning, one can get lost in forests of sophisticated Excel tables and endless data collection tools, and nearly drown in oceans of monitoring books treating it as a separate and sophisticated science. The more one gets into the topic, the more complex it appears and the more overwhelmed and confused one becomes. Therefore, HDFF, with its experience in M.E.A.L. as impact evaluators, designed an easy-to-understand 4 days MEAL course focusing on core tools and experience.

- To increase understanding of the essence of MEAL.
- To apply practical MEAL tools (Log Frame & indicators).

HEAT Skills 3. Incident Management Week

HDFF’s Incident Management Week is an intensive four-day program that builds the skills needed to manage and respond to crises with confidence. Combining “Crisis Response: Hostage Situation” and “Crisis Negotiation”, this training blends real-life case studies, scenario-based exercises, and expert insights. Master Class 1 - Crisis Response: Hostage Situation
This two-day HEAT skills module provides a comprehensive overview of hostage situations from both the victim’s and management’s perspectives. Through realistic exercises and case studies, participants explore effective crisis response, coordination, and media management. The course is led by trainers with real-world experience as hostage negotiators and Crisis Management Team (CMT) members, and they can share their rich experiences in the field.

Humanitarian Shelter Coordination Training (Master's Level Short Course)

About the Humanitarian Coordination Training from the Shelter Land and Site Coordination Cluster
This master’s-level short course in Humanitarian Coordination, from the newly formed Global Shelter, Land and Site Coordination (SLSC) Cluster is a flagship training, offered by the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Organization for Migration (IOM) in partnership with the Centre for Development and Emergency Practice (CENDEP) at Oxford Brookes University.
This course draws upon IFRC’s and IOM's role in its new leadership under the humanitarian reset for the Global Shelter, Land and Site Coordination (SLSC) Cluster. This new Global Cluster reflects one integrated global platform bringing together the existing mandates and functions of the Shelter, CCCM, and Housing, Land and Property (HLP) into a placed-based, people-centered model. It builds upon the inter-agency mechanism to coordinate humanitarian shelter, housing land and property, and site management sectors in both preparedness and response situations The course aims to equip participants with the skills required to coordinate a humanitarian response in a crisis caused by disasters, conflicts, or a combination of both. It provides participants with an overview of the humanitarian reform process and the recent humanitarian reset, the inter-agency cluster approach, the role of the SLSC Cluster and the principles and practice of coordination in emergencies.
At the end of the course, participants will have acquired strategic and practical knowledge of the SLSC Cluster, policies, methods, tools, and procedures in the humanitarian response system and are prepared to apply these in the context of a humanitarian crisis.
- Demonstrate a depth of knowledge of the main foundations, principles, processes, and complexities of humanitarian coordination in emergencies.
- Develop an inter-agency shelter, land and site coordination Cluster response strategy using current humanitarian standards, principles, and approaches.
- Effectively participate in a coordination teams in response to an emergency at the country level, utilizing the most current knowledge, tools, and good practices at the forefront of the discipline.
- Apply leadership and coordination skills effectively and appropriately to a professional standard for different audiences in the field of humanitarian practice.
Tuition Awards
In memory of Graham Saunders, former Global Shelter Cluster Coordinator, the IFRC will support one participant by covering the course fee. Those willing to benefit from this opportunity must indicate so in the online application form. The criteria for selection include number of years of experience, cluster experience and languages. Nationals from less-developed countries and staff or volunteers from the Red Cross Red Crescent Movement will be prioritized.

Period of Study
The course has two phases:
- First phase: Tutored distance learning: This will take place during a period of five weeks from March 30, to May 1, 2026 and participants will study through the online Red Cross Red Crescent e-learning platform. This first phase deals with most of the theoretical basis of the course.
- Second phase: A 5-day, face-to-face workshop from June 1 to June 5, 2026 will be held in Geneva, Switzerland. The face-to-face workshop is based on a scenario that simulates the deployment to and coordination of an evolving emergency.

The Civil-Military Coordination Service (CMCS) is pleased to invite you to apply for the upcoming United Nations Humanitarian Civil-Military Coordination (UN-CMCoord) training course. This residential training will be held from 03 to 08 May 2026 in Jesolo, Italy, and will bring together 24 participants. The Multinational CIMIC Group (MNCG) generously covers the training venue, board, and accommodation for the duration of the course. Participants are kindly requested to cover their own travel costs, visa-related expenses, and any additional allowances or travel-related costs.
CMCS, as part of OCHA’s Crisis Response Division, will lead the training event. CMCS will bring together four interdependent emergency response communities, including participants from: a) OCHA and UN agencies; b) United Nations Member States, including domestic and international militaries; c) non-governmental humanitarian organizations; and d) surge staff from Stand-by Partners, UNDAC, and INSARAG. The shortlist will aim to represent a diverse cohort of participants to ensure the right learning outcome. Mid-level managers are encouraged to apply.
The objective of the training course is to: a) define the concept of humanitarian civil-military coordination (UN-CMCoord), including the five sets of UN-CMCoord guidance, b) assess the UN-CMCoord environment in operational contexts, and c) play a key role in supporting UN-CMCoord as it relates to humanitarian access and protection outcomes.

Ukrainian - IMAS EOD Level 3+ Course at MAT Kosovo

The course is in the Ukrainian Language and it aims to instruct students who are already Level 3 (IMAS) certified to the required levels of knowledge, skills, and attitude necessary to perform the duties and tasks (during EOD Operations) of a qualified IMAS Level 3+ EOD Operator in humanitarian mine action and the commercial industry. The levels of competency training will meet IMAS 09.30; 'Explosive Ordnance Disposal Level 3+ Criteria'. Students will have the opportunity to gain an IMAS Level 3+ qualification, depending on the level of competency displayed by the student during training and on completion of assessments. The course will focus on management and planning of demining operations, demolitions, and explosive storage. In addition, the disposal of depleted Uranium, the disposal of air dropped and guided weapons, their fuzing and disposal techniques. Students will be required to produce technical reports as part of practical or theoretical training assessment and formal testing. Applicants must be in possession of a valid IMAS EOD Level 3 Certificate or equivalent to attend this course.

This course is for those who are IMAS EOD Level 2 qualified and wish to enhance their competency and have a better understanding and more in-depth knowledge on being a demining site manager, IMSMA reporting, larger scale demolitions and other aspects of Humanitarian Mine Action.
On successful completion of the course, you will have acquired the requisite knowledge, skills and attitude necessary to be a demining site manager, perform the duties and tasks of an IMAS EOD Level 3 operator. You will be able to plan, manage and conduct BAC and demining operations in accordance with International Mine Action Standards (IMAS).
Our courses are delivered to the exacting International Mine Action Standards (IMAS). This programme is specifically tailored to explore the intricate connections between Multilateral Diplomacy and Anti-Corruption endeavors in our increasingly interconnected world. This modular training is conveniently conducted online, over the course of five months, offering a unique opportunity to gain valuable insights into anti-corruption and diplomacy. Participants will explore both practical and theoretical approaches while building a strong network of like-minded professionals.
